Subcontracting (working under a company that already won a contract) is the realistic first step for a new business, because it doesn't require the past-performance history a prime contract does. These listings come from SBA SubNet, the SBA's public board where prime contractors post openings for small business subs.

Heads up: SubNet is a small, curated board (dozens of listings nationally, not thousands) and it skews heavily toward construction trades. If your state or keyword shows nothing, that's normal; try "All states" or a broader keyword.
